Prospect deputy general secretary Dai Hudd has called for the careers of key personnel below the senior civil service level to be actively managed across departments, agencies and non-departmental public bodies.

Otherwise, he said, the silo mentality of much of the civil service will continue to be a barrier to shared knowledge and expertise.

He was speaking as part of an on-line debate organised by the Guardian Public Leaders Network under the theme of “spring cleaning civil service skills”, alongside other expert panellists.

Also taking part were Katherine Kerswell, director general for civil service reform at the Cabinet Office;  Peter Thomas, director of civil service reform at the Institute for Government; Dr Bharat Vagadia , a board member of the National Outsourcing Association and a director of Op2i; and Melanie Allison, director of Embankment Consulting.
