'Safety', like 'health', is a term defined more by its absence than its presence. This makes it all too easy for us to take it for granted and focus on the negatives, which in the Coalition Government's case has been its enforcement. Rules and regulations are cited as 'red tape' that hinders business enterprise, a dogma perpetuated by the popular press and misleading many firms. Yet their evolution is steeped in history and based on society’s insistence that when disaster strikes, we learn from our mistakes.
